The Superintendent reserves the right to refuse any entry for display or premium which does not reflect effort, pride and scout-like craftsmanship. Any exhibitor cannot make more than two entries under one premium number. All Premiums other than troop exhibit premiums go to troop of which scout is member. Ribbons go to the Scout winning exhibit.
